Yes, it is elite because of the skin not because of the stats. You could go out and get a Dragos Flatbow and have the same stats, or just buy some cheapo gold bow (vanilla skin).
I used to own an Urgoz, and my friend said he thought it looked bad. But if you notice, it's the people that can't afford one/doesn't have one that thinks it looks bad.

you can get it for free if you get a ferry to the warren and get into enough good groups to finally loot it.
as well, there are no "bad" weapons or upgrades. some are just more useful than others depending on what you're doing. sundering horn for barrage works...sometimes i use my royens to take out necros or eles in ab or aspenwood because i like the big numbers...
flatbows kick ass on npcs in pvp that stand there and take your kindle arrows tiger's fury spam...longbows are slightly better if you're trying to pin down or cripshot someone barely in range...
incendiary arrows/tiger's fury/shortbow to the face = monk killer.
this is making me want a bow/armor storage now...

Weird...I thought you could change the mods on the factions greens. I remember I tried to see if I could change the mods on Rajazan's Fevear and it gave me a message if I really wanted to change the mod.

Bow Classes
In general, there are five different classes of bows. Flight time and arc size directly affects the accuracy of the bow, whereas refire rate directly affects the DPS of the bow. Additionally, arc size also affects the pathing of the arrow -- some obstacles might obstruct a bow with small arc size, but a bow with large arc size may be able to get through.
Refire Rate Range1 Flight Time Arc Size Special
Longbow 2.4 seconds 1.6 0.59 seconds Normal None
Flatbow 2.0 seconds 1.6 0.88 seconds Large None
Horn Bow 2.7 seconds 1.4 0.59 seconds Normal 10% Armor
Recurve Bow 2.4 seconds 1.4 0.40 seconds Small None
Short Bow 2.0 seconds 1.05 0.59 seconds Normal None
1 Range is approximated in the radius of the aggro circle measured on approximately flat ground.
* Being at a higher elevation than your target increases the range your arrows can go, and at a lower elevation your range is shortened.
this is from http://gw.gamewikis.org/wiki/Bow
just to show the diffrence and clear out the misunderstanding. as conclusion:
long bow refires slower so less "attak spams" but arrow flyes faster so its better for a support figure, such as crip shot ranger or interrupter. Flat bow spams more but arrows fly longuer, there for its good for Damage daeling rangers such as spikers and all rest, but terrible for interrupting. but why would anyone run an interrupter with a long bow when you can use a recurve?
ok?!?

Longbow | 2.4 seconds | 1.6 | 0.59 seconds | Normal | None
Flatbow | 2.0 seconds | 1.6 | 0.88 seconds | Large | None
Another thing you could consider is when arrows land. You can fire an arrow every 2.4 seconds from a longbow. They will "hang" for .59 seconds before landing. So a longbow's arrows will be spaced every 2.99 seconds. If you look at a flatbow it fires every 2 seconds with a "hang" of .88 seconds. It's arrows with land every 2.88 seconds. The flatbow will actually hit it's target more frequently than the longbow! However, the high arc on a flatbow makes the arrows easier to dodge by moving forward/backward. That's why flatbow users should consider something like Read the Wind.

That's not quite true. It takes 2.99 seconds for the first arrow to land, but after that they are spaced out exactly 2.4 seconds apart. You don't stop firing while the first is in the air, nor do you wait till the arrow lands before you fire again.

welll.....drago's FLATbow vs urgoz LONGbow....FLAAAtbow...LOOOONGbow....get my drift? flatbows have a completely different way of firing, true, they have tha same range, but a flatbow reloads faster and has slower flight time and a higher arch, which means shooting at moving foes is useless...so, if you want the longbow, go farm the 100k+50 ectos, or buy a collector's longbow and 20/20 +30hp it

well i think as long as u have more then only 1 bow in inventory the diffrence is not dramatic. its only less efficient to interrupt with flat bow, but longbows are not perfect for it either.
ill choose a recurv bow instead of longbow to interrupt anytime

My bad! I knew I was forgetting something when I was typing that. Oh well, the point is made. A Flatbow isn't 100% slower than a longbow.

Actually I think alot of mods are overpriced... such the as the sundering, and fortitude grips. Sure they are really cool to add along... random side effects during matches. But to pay 20k for it? A normal longbow 15>50 maxed only cost me 1k to forge(I bought 5 Dune Burrower jaws for 200 each and exchanged with Sir Pohl).
So I won't be getting those bow mods until I've successfully penetrated tombs and Jade Sea, where I have like 5-10 unique items to sell.

You do know with a longbow you outrange the 3 dune borrowers right outside thirsty? Could've saved you 1k =P
I find for pve Elsywth's Recurve worked excellently from South Shiverpeaks on, since that's when I got it in tombs for like, 10k.. PvE rarely requires perfect mods on your weapons, unless you're farming and need a specific mod or something. So I guess the prices for mods aren't too bad for the casual pve player, but if you wanted to convert your player to be able to GvG and stuff, then we're assuming you're a bit more "hard-core" and willing to spend more money for your character. IMO the prices are the way they are because people are willing to buy them at those prices...

It takes like 4 hours to kill Urgoz, assuming your whole party of 12 makes it to the end(which hasn't happened to me yet) you have a 25% chance of getting a green weapon, 8.3 repeating % chance of getting Urgoz' Longbow. I mean, if you do 12 runs and spend 3 days doing it straight, you're bound to get a longbow, but since some of us have our sanity the prices are expensive...
